Mexico, Canada Partnership Underway With No Authorization From Congress

Despite having no authorization from Congress, the Bush administration has launched extensive working-group activity to implement a trilateral agreement with Mexico and Canada.

The membership of the working groups has not been published, nor has their work product been disclosed, despite two years of massive effort within the executive branches of the U.S., Mexico and Canada.

The groups, working under the North American Free Trade Association office in the Department of Commerce, are to implement the Security and Prosperity Partnership, or SPP, signed by President Bush, Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, on March 23, 2005.

The trilateral agreement, signed as a joint declaration not submitted to Congress for review, led to the creation of the SPP office within the Department of Commerce.

The SPP report to the heads of state of the U.S., Mexico and Canada, — released June 27, 2005, — lists some 20 different working groups spanning a wide variety of issues ranging from e-commerce, to aviation policy, to borders and immigration, involving the activity of multiple U.S. government agencies.

The working groups have produced a number of memorandums of understanding and trilateral declarations of agreement.

The Canadian government and the Mexican government each have SPP offices comparable to the U.S. office.

Geri Word, who heads the SPP office within the NAFTA office of the U.S. Department of Commerce affirmed to WND last Friday in a telephone interview that the membership of the working groups, as well as their work products, have not been published anywhere, including on the Internet.

Why the secrecy?

“We did not want to get the contact people of the working groups distracted by calls from the public,” said Word.

She suggested to WND that the work products of the working groups was described on the SPP website, so publishing the actual documents did not seem required.

WND can find no specific congressional legislation authorizing the SPP working groups. The closest to enabling legislation was introduced in the Senate by Sen. Richard Lugar, R-Ind., on April 20, 2005. Listed as S. 853, the bill was titled “North American Cooperative Security Act: A bill to direct the Secretary of State to establish a program to bolster the mutual security and safety of the United States, Canada, and Mexico, and for other purposes.” The bill never emerged from the Senate Foreign Relations Committee.

In the House of Representatives, the same bill was introduced by Rep. Katherine Harris, R-Fla., on May 26, 2005. Again, the bill languished in the House Subcommittee on Intelligence, Information Sharing, and Terrorism Risk Assessment.

WND cannot find any congressional committees taking charge for specific oversight of SPP activity.

    WE THE PEOPLE DO NOT recognize a union between Canada, the U.S., and Mexico! These agreements are being done without any representation. We are barely even allowed to know they are happening. Those invloved in the conception, architecture, planning, and implementation of these “agreements” are ALL TRAITORS.     Geoge Bush is nothing but a traitor… He will forever be known as the traitor who ended America. Does “WE THE PEOPLE…” mean anything to him. Does he not understand that when you become an American you are pledging to defend the constitution of America just like each and every one of us Americans have pledged to defend that constitution.

    I think most of us remember the movie Wag the Dog. Is it possible that
    Irag is only a diversion to cover up what is going on with the Bush Administration. We may never know. If it is true that the leaders of these
    three nations are conducting meetings in secrecy, then America better take
    heed. If Bush, Fox and Martin are really in secret agreement, then anything is possible and Bush is a bigger betrayer of the American People that I thought. He has completely ignored the majority of the American Public’s thoughts, he has pushed on Illegal Amnest in spite of the this opinion arrogantly pursuing his program for amnesty (conveniently parsed into compassion) down our throats. When one looks at the article on the big three, it is imaginable that he would sneak behind our backs and cook up a backroom deal with his compadre FOX and goodfellow Martin along with the money boys who supported him so well in the last election. In my opinion he is capable of doing anything to secure his well being even to the point of of collusion at the expense of the American Public.

    The devious theory of a tri-lateral commission is nothing new, it was exposed in a series of articles in Penthouse Magazine years ago who published a rather lengthy set of articles concerning the creation of a Tri-Partite Commision. (Yes some of us read rather than just look at the loverly ladies) The articles were explicit and outline what could happen, how it would happen, how the American People as well as other nations would be betrayed by their leaders, how the political, industrial powers and monetary groups would divide the world into specific areas of accomplishments, service, manufacturing, technical and financial groups, How when the transition was complete, it would be governed by a super council of individuals all without the public’s knowledge until it was too late to prevent it. From what I see and hear today, we may well be on our way to such a situation. Who knows Penthouse could be prophetic in editorial releases at that time.

    Lets face it, it is being proven out every day. Our industrial and technology is being moved to third world countries, our politicians are defying the will of the people, banking and trust companies are merging into gigantic organizations accumlating power with little government control, our personal liberties are slowly being eroded and our president and his lackies are on the verge allowing cheap labor to over run our land and overwhelm our social fabric. Now if what is being revealed is true that he has engaged in secret discussions with Mexico and Canada in reference to establishing super NAFTA, which incidently has already worked to destroyed economy, lowered our exoectations, our living standards, put people out of work, to the point of foraging as best as we can just to feed and clothe our families, afford our homes and/or enjoy any benefits of
    real employment. then Bush would have to guilty of betraying our trust.

    If the bill presently approved by the Senate goes through, the Illegal is about to assume untold liberties and rewards. We can now only put our
    faith in the House of Represenatives to counter his insane proposition.

    Bush had the audacity after the last unfavorable poll to go on TV and
    laud the Illegal in defience of public opinion. He talk about those few
    who although were illegal established themselves, raise families, live
    within the confine of our laws and while not citizens, at least tried
    to better themselves.

    What he complete ignored talking about was the drain most the Illegals are putting our economy, on our social sevices, our educational systems, our health systems, our law enforcement systems, our welfare system and god know what other system. We do know it is costing the taxpayer billions of dollars. While he talks of the attributes of the Illegal, he fails to mention the fanatic fringe that is demanding the return of what they consider their lands, he fails to mention the amount of drugs the illegals are smuggling in and distributing in this country. He fails to mention that most of the money they receive is black money (cash paid under the table. He fails to mention the increase in the crime rate where they settle in. He fails to mention a major latino crime syndicate spreading throughout the country. He fails to mention the number of cars and/or that are apprehended only to find they are full of illegal aliens already hired by knowing employers and in addition loaded with drugs. In my opinion, I suspect he is guilty of collusion with other entities than just Canada and Mexico. I will be the first to admit that I voted for Bush. Now knowing what I know and suspect, he would be the last one I would sign on for
