SENATOR MORROW URGES SCHWARZENEGGER TO DECLARE EMERGENCY

Dear Governor Schwarzenegger:

According to press accounts, you are monitoring what your gubernatorial colleagues in New Mexico and Arizona have done ? issuing disaster proclamations regarding the mounting illegal immigration crisis. News stories quote you as generally being supportive of their actions, but do not feel it is quite time yet for a comparable move in California.

I ask that you reconsider that timeline and the decision-making criteria upon which you are basing it.

Ever since I entered the Legislature 13 years ago, I ? and others ? have pounded a steady drumbeat of concern over the issue of illegal immigration, but to little or no avail. The problem continued to escalate into an economic disaster for more than 20 years. Now our open borders have become a national security concern, too.

As an issue managed by political and business players in both major parties, illegal immigration has been swept under the carpet for far too long. It has become too large and urgent for that to continue. It is fact, not political hyperbole, to say that illegal immigration now is accelerating into an immediate threat to the very survival of our nation and state.

I urge you not to delay acting until there is actual violence in California comparable to what has happened in other border states. If you do delay and loss of life or significant property damage occurs, the costs may be laid at your doorstep by political opponents who seek every opportunity to derail your broad reform agenda for our state.

Illegal immigration is taking jobs that Americans WILL do for fair wages, suppressing wages, driving up taxes and insurance premiums, increasing demand on our scarce electricity and water resources, and now is compromising our security.

I have held public town hall meetings over the years ? on the electricity crisis, health care, terrorism, senior citizen issues, and other topics. Never before have we had to have police protection. Pro-illegal immigration radicals issued multiple terrorist threats in an attempt to disrupt my August 11th forum on illegal immigration in Carlsbad. Their threats caused the Carlsbad Police Department and neighboring law enforcement agencies, at the last minute, to ring our public theater with 150 officers, many in riot control gear. The cost of providing security for citizens exercising their First Amendment rights is now climbing over one hundred thousand dollars.

My point is: The crisis has now escalated to where self-proclaimed anarchists and other radicals who favor illegal immigration feel sufficiently emboldened to where they can issue terrorist threats and control the public debate. They are scoffing at the citizenry?s First Amendment right to peaceably assembly and request redress of their grievances from government.

Both governors who have acted already are Democrats. Both count the Latino vote as a major component of their political constituencies. One of the governors himself is Latino. Hispanic-Americans and legal Latino residents know that their own families and jobs are at risk from illegal immigration. In fact, illegal immigrants themselves are victimized in a host of ways.

This is not a race issue. It is an economic, law enforcement, and national security issue.

I guarantee you that this issue has now reached its ?tipping point.? I expect that, from this day forward, we will see mounting pressure on the Congress and President to dramatically shift federal policy. I would not be surprised to see other states begin acting unilaterally within the constraints of federalism.

Governor, you are a bold and proactive leader who has the best interests of Californians in mind. Please act now before your hand is forced.

    Before I start, let me tell you that I live in Mexico. The whys and hows as to my presence here are not too important (I’m not a fugitive from justice). I teach English. That’s about it.

    I posted about this topic too. It’s time to stop playing politcs with immigration policy.

    The funny thing is, not only do a majority of American oppose illegal immigration, but so do a good number of the native born, i.e. voting, Hispanic population.
